The maximum charge for text messaging within the European Union has been set at 11 euro cents, EU telecoms Commissioner Viviane Reding confirmed in an interview with German magazine Der Spiegel. Reding also told the publication that telephone calls would have to be billed by the second and that competition for accessing the internet abroad will be increased, Reuters reports. The EU parliament and 27 member states have agreed to the plan and the new rules are to be in place by next summer. The text roaming fee falls on the low-end of the range Reding was targeting and is far below the 29 euro cents that customers are currently paying on average.
